It is important, therefore, to first look and see what the overt set are. The overt set of rules is the ones that are plainly available for everyone to see. They are often spoken by the leadership, employees, and constituency of the institution. They are available in most of the literature about an institution, in the mission statement or vision statement, or web pages, and in the literature of the organization.
